Scope and Contents

The majority of the papers relate to Northey's activities in the Labour Government 1984-90 and include papers of select committees, caucus committees, and correspondence with constituents. Associated material relates to non-parliamentary activities including membership of CND, CARE, the New Zealand Labour Party, the Auckland City Council, and as Auckland Regional Advisory Officer for the Department of Internal Affairs.

Biographical / Historical

Richard John Northey was born in Hamilton in 1944. He attended the University of Auckland, obtaining a Bachelor of Science, Bachelor of Arts and Master of Arts. From 1970 to 1973 he was a Junior Lecturer in Political Studies at Auckland University. In 1976 he was an Employment Officer for the Department of Labour. From 1976 he was an Advisory Officer, Recreation and Youth, for Internal Affairs Auckland. In 1979 and in 1983 he was elected as a Councillor for the Auckland City Council. In 1984 and 1987 he was elected as the Labour Member of Parliament for the Eden Electorate, but lost this seat in the 1990 General Election.

From 1970 to 1983 Northey was president of New Zealand Campaign for Nuclear Disarmament (CND). He was a founding member of Greenpeace New Zealand in 1972. He was president of Citizens Association for Racial Equality (CARE), an executive on the Auckland Conservation Co-ordinating Committee, and an executive member of the New Zealand Institute of International Affairs. From 1977 to 1983 he served on the New Zealand Consultative Committee on Disarmament, representing this committee at the first United Nations Special Session on Disarmament in New York in 1978. In 1984 he was on the Auckland Regional Committee of the Historic Places Trust. He was Secretary of the New Zealand Branch of Parliamentarians for Global Action. He represented the New Zealand Branch at its New York Conferences and Executive meetings in 1984 and 1990 where he was on the coordinating committee and co-chaired the Working Group on the Oceans, Water Resources and Antarctica.

From 1978 to 1983 Northey was an executive member of the Physically Handicapped and Able-Bodied Association and from 1979 to 1984 he was an executive member of the Auckland District Council of Social Services. He was secretary of the Auckland Youth Work Association from 1977 to 1984, and an executive member of the Auckland Regional Council of Social and Community Work Training from 1981 to 1984. He was Auckland Convenor of Community Volunteers from 1981 to 1984. He was Vice-president of the Auckland Labour Regional Council, and an Executive Member of the New Zealand Labour Youth Council. In 1985 he led the New Zealand Government Youth Delegation to China.

Before entering Parliament in 1984, Northey was Chairperson of the Tamaki Labour Electorate Committee and the Orakei and Princes Street branches of the Labour Party.
