Leefe, Deputy Commissioner and Vice Consul, on behalf of H.M. Queen Victoria, pledging the King of Tonga "never to cede or transfer any of His Rights of Sovereignty nor - except in so far as He may be expressly bound by existing Treaties or Engagements - to Cede Sell Mortgage or otherwise give for occupation any part of His Territory to any Foreign Power.", 1899

The above copy is undated and unsigned, but the original was forwarded to the High Commissioner for transmission under cover of despatch No. 34 dated the 9 May, 1900.

The signatures of the petitioners are appended. The petition is undated.
