Scope and Contents
The file consist largely of letters and memorials addressed to Sir Arthur Gordon by foreign residents in Tonga complaining about the conduct of certain Tongan Government officials, together with drafts of replies on behalf of Sir Arthur Gordon and correspondence received from the Tongan Government in relation to the complaints.
