New Zealand Community Services Union records.
Scope and Contents
The collection covers the period 1985 – 1991 and includes minutes, correspondence and some financial records. The records were created by the national, New Plymouth based, office of the IHC Staff Association and its successor, the Community Services Union. The records were part of a larger mixed donation of records containing material from a number of Unions which amalgamated with the Service Workers' during the 1990s.

Conditions Governing Access
PARTLY RESTRICTED - Permission of the Special Collections Manager is required for access to all records less than 30 years old. Access to material over 30 years old is unrestricted, except where records are restricted for reasons of confidentiality and privacy. These items are restricted for a period of 70 years from the date of creation, and are indicated in the inventory.
Administrative History
The New Zealand Community Services Union (CSU) grew out of the Intellectually Handicapped (IHC) Staff Association (Inc). The IHC Staff Association was formed 1979 to act for staff employed by the New Zealand Society for the Intellectually Handicapped with regards to salary and conditions of service. Between 1980 and 1985 staff pay and conditions were outlined in an employer’s document
, rather than an agreement or award under the Industrial Relations Act, a situation which did not provide staff with any legal status to pursue grievances. To rectify this problem the Staff Association fought to have the Association registered as a Union and to negotiate a registered award for their employees.
In August 1988 the IHC Staff Association joined with other workers employed by large voluntary organisations, such as the Foundation for the Blind, to form the New Zealand Intellectually Handicapped Staff Association and Other Voluntary Agencies Staff Union. In 1989 this Union was renamed the New Zealand Community Services Union. In 1992 the Community Services Union had a membership of 2176 workers working in schools, hospitals and residential facilities for the aged and disabled.
The Community Services Union amalgamated with the larger Service Workers' Union in 1994, to become the Community Services Division of the Service Workers' Union.
