States that, owing to the risk of introduction of disease, he is opposed to Ellice Islanders going on mission work to New Guinea, and suggests that, in order to prevent the introduction of elephantiasis into the Gilbert Islands, all Samoan natives, and all Ellice Island natives suffering from that disease, should be prohibited from landing in the Gilbert Islands.
